What this report is
The Tabung Haji RCI report is the findings of a royal commission of inquiry into the management and operations of Lembaga Tabung Haji between 2014 and 2020. The Yang di-Pertuan Agong appointed the commission on 20 January 2022 and it completed the report within six months. The report sets out how the national hajj fund reached the point where its liabilities exceeded its assets, and lists the reforms it recommends.

The main findings
- Applying the accounting standards in full, the fund would have reported a net loss of RM1.4 billion for 2017 rather than the RM3.4 billion profit it declared.
- Assets were valued using realisable asset value instead of audited figures, which inflated reported profits and justified payouts the fund could not afford.
- The National Audit Department issued clean certificates from 2014 to 2017; the commission said a qualified opinion was drafted for 2017 and then softened.
- Active politicians held the chairmanship and board seats between 2014 and 2018, and decisions on payouts, hajj fees and subsidies carried political influence.
- Underperforming assets went to Urusharta Jamaah at RM19.9 billion against a market value of RM9.7 billion, leaving the government committed to RM17.8 billion.
- The commission recommended keeping Tabung Haji intact but barring active politicians from its board, splitting ministerial oversight, and ordering forensic audits of 14 investments.

How many pages is the report?
The PDF runs to 252 pages, covering an executive summary, four chapters and a list of exhibits. Malaysian media described the published document as 211 pages, which counts the numbered body pages and excludes the front matter.
Why was the report kept secret for four years?
The commission signed it on 19 July 2022 and it was presented to the Yang di-Pertuan Agong that August, then classified. Prime Minister Anwar Ibrahim said in July 2026 that releasing it earlier risked public alarm and a wave of withdrawals by depositors.
Is this the complete report?
It is the complete published document. The exhibits referenced in the report remain classified under the Official Secrets Act 1972, so only their titles appear in the list at the end.
