What this report is

The Tabung Haji RCI report is the findings of a royal commission of inquiry into the management and operations of Lembaga Tabung Haji between 2014 and 2020. The Yang di-Pertuan Agong appointed the commission on 20 January 2022 and it completed the report within six months. The report sets out how the national hajj fund reached the point where its liabilities exceeded its assets, and lists the reforms it recommends.

How many pages is the report?

The PDF runs to 252 pages, covering an executive summary, four chapters and a list of exhibits. Malaysian media described the published document as 211 pages, which counts the numbered body pages and excludes the front matter.

Why was the report kept secret for four years?

The commission signed it on 19 July 2022 and it was presented to the Yang di-Pertuan Agong that August, then classified. Prime Minister Anwar Ibrahim said in July 2026 that releasing it earlier risked public alarm and a wave of withdrawals by depositors.

Is this the complete report?

It is the complete published document. The exhibits referenced in the report remain classified under the Official Secrets Act 1972, so only their titles appear in the list at the end.

Why is this copy searchable when the original is not?

The published PDF is a scan, so it holds page images with no machine-readable text. We ran optical character recognition over all 252 pages and embedded the result as an invisible text layer. The page images are unchanged.

Can I quote or reuse the report?

It is a Malaysian government document released for public reading. Quote it with the full title and the date, and check any passage against the page images rather than the OCR text, since optical character recognition can misread scanned words.
